Low voltage cable is not nonmetallic-sheathed cable. NM cable is in Article 334.

Sleeves are not covered by the NEC.
When the material is assembled into a complete raceway the NEC has a lot to say based on the material and construction of the raceway.

Underground boring oftens install sleeves. Concrete duct banks between manholes are usually sleeves. The EC then installs a smaller raceway like innerduct or cables into these sleeves.But I’m sure we cant just go packing current carrying wire in a sleeve going 100’.
