Emt in wet locations, ground wire required

What do you think of this local requirement?
(2) Where electrical metallic tubing is installed in wet locations, an equipment grounding conductor must be provided within the raceway.......

I say it is good practice. I am all about safety. If the emt fails over the years, protection will still be provided.

I think it is rather silly.. given the listing and the prescription found in 358.10... If the thinking is ,.. "that when it rots away there will still be a ground fault path"... yeah I guess so or a live unbonded short section of pipe..
 
I never understood using EMT in a slab. I know it was/is still common in certain parts of the country. It was never done here in New England - always PVC or RMC back in the "old days." And nowadays PVC or ENT seems to be the logical and easy choice.

I think anybody that has worked on a building of any age with EMT in the ground level slab definitely have never understood EMT in slab.:)
