You want to have some real fun? Call the Building Inspector and tell him you are gonna jackhammer his footing down to the rebar cause the Electrical Inspector said so. Ruining the structural integrity of a footing is not acceptable

I realize that evidence is only anecdotal but if what you suggest is occurring I would have heard of at least one such incident in over forty years in the craft. ..... used to have a first hand account of a concrete bridge stanchion where the rebar was exposed due to a lightning strike. Does any one else have first hand accounts of lightning strikes and concrete damage?

I believe minor damage to concrete is likely to be the least of your problems if your house gets hit by lightning.

Keep in mind the ground connection is not, nor was it ever designed as a form of lightning protection.
