It is possible but not probable. There is only one way to find out and if he did renew his license legally there is nothing to lose. If the state board is aware of the circumstances regarding his licensed then he's their problem.

Just because you know of a success story with a reformed criminal the odds are against it. There has to be a reason why a licensed electrical contractor started to Break and Enter in the first place. It's not like he didn't have a way to earn an honest living ( well, almost honest ).

If he has learned his lesson then I think it's great and wish him luck but if he hasn't I don't see any reason to help him out with any future criminal enterprise.

I really don't think anyone with a history of B&E should have easy access to peoples homes. An electrical license does give that access.

Being a good electrician doesn't automatically make you an all around nice guy. This guy may well be a criminal first and an electrician second.
 
Okay, might not be probable, but I know of a handful of success stories. If Ceb feels compelled to check him out, then by all means, do so. Just drop the stones guys, none of us have the right to throw any.

Some times you have to throw stones, you know like when your gun jams. ( need to clean more often );)

I have no love for theives at all and a few stones would be the least of his problems if I were to catch him stealing from me. It's toe tag time. A true success story with no repeat offenders.
 
I would be inclined to look into just what the actual requirements for getting the class of state license he has.

it may be that it is perfectly legal for him to have a license. some states even have waiver systems in place to allow licensing of people otherwise not permitted to be licensed.

Personally, I am in the camp of "once a criminal always a criminal, until shown differently".

The guy messed up, and now he may be looking for a leg up, how about we find options for helping him find his way back.

The US would not be what it is if stones weren't thrown.
