I believe ground screw needs to be listed for such means. Example I've seen retrofit can light is supplied with a zinc green color tek screw included with the kit. It's kinda catch 22 because inspectors themselves don't know about this and almost always require documents for the screw or retro can light.

General rule is in 250.8.
Screw must engage no less then two threads or have a nut on the back side. The typical "ground screw uses 32 threads per inch, so with no nut on the back side that means it must be threaded into at least 1/16" of metal to attain two threads engaged.
Connections that are a part of a listed assembly are permitted even if they break the other rules here, the listing covers them.
Only place NEC requires a green colored screw is for main bonding jumpers that are screw type jumper (the bonding screw for panelboards and disconnects for the most part).
