Why would somebody remove the interlock kit in order to take the panel cover off, then power the generator without throwing the main breaker?

The interlock kit in question is attached to the panel cover. If you remove the cover, the interlock comes off with it. Why somebody would take the panel cover off and run a generator is not for me to worry about. People do stupid thigs. You know what I mean?

Scott has a good point. I've seen HOs do the craziest things, and for no good reason.
 
i like the threat of jail as a miswire punishment, although criminals get off for much worse, so it's practicality may be questionable. But there is a life safety hazard on both ends, meaning POCO guys working, and fires, electrocution, etc. so it has to be dealt with keeping in mind the life safety hazards involved.
