I wonder if the ee doesn't realize that at 380 amps 400 amps overcurrent protective device is compliant. I don't understand the 1/0 equipment grounding conductor. I am wonder if he is using 800 for the 2- 400 amp wires -- I hope he is not considering this a parallel install and using an 800 amp overcurrent protective device... that would be 1/0
Or... maybe that jumper in the splice box is tying them together-- got it

If that is parallel I wonder why they are doing it that way... Why not 2- 400 amp runs

According to the way that it's drawn there are two separate feeders. Since the 400 amp OCPD at the top right is full size there is no tap.
