is the air handling unit portion of an A/C or heat pump system with resistive heat strips considered "fixed electric space heating" ? if so, where might I find that defined in the NEC?

I would not consider the air handling unit, "fixed space heating" , but a

disconnect for the motor and the heat may be the same one.

Really? What would you consider a central electric forced air furnace? That is basically what this is.
