I think you misunderstood me.
The Allen headed set screws used for electrical work are primarily aluminum.
The Allen wrench is made of a hardened steel. "Tool Steel" was just a loose way of describing it.
The point was 'Hard tool, soft hardware requires careful application of torque'.
