The other day I found an extension cord cut off with the plug in an outlet. Not in a raceway.

I'm on yet another over renovated mansion lousy with loose ends , one would think the universal 'proper burial' would apply for conductors and cables not easy to rid from such structures .....~RJ~

"Proper burial"? Sounds pretty good to me.
I've been known to put wire nuts on both ends of conductors I can positively identify, to lessen anxiety in the next person.
