Looks like the CT cabinet is not grounded to the neutral conductor. And there is no need for the EGC's in with the conductors going to the main disconnect. Once the neutral is bonded to the CT cabinet they will become ea parallel path for the neutral current.

I noticed that too, but thought maybe it was some kind of local requirement.:-?

I can't believe they make you thread the wires through the CT donuts like that, that is a royal pain! Your POCO needs to get with the program and start using bolt-in CT's like Bob posted, that's the only kind we use around here.
 
Looks like its a parallel feed from two of the lower conduits to the other two.
The meter is CT'd and the conduits leaving the top of the cabinet box have been abandoned but not removed or capped off.


shouldn't there be a ground rods grounding the cabinet

You don't, only checking to make sure ratio is correct. CT's are used for metering that means money so the ratio of the ct's must be checked. If they fail the test, their junked. Short's in one or more turns of the winding will cause errors in the meter reading. PSC requires this test.

How do we know that those CT's don't open to lay the conductors in?
