The engineer is wrong that green wire is required.
250.92 is a bit involved to parse but strictly speaking it doesn't require grounding bushings in all instances, and where it does one end would usually be sufficient.
I'd do that from the neutral to the bushing, at whichever end you prefer. Its a supply-side bonding jumper.
