GEC to meter base or breaker panel

Does it make any difference if the GEC terminates at the meter base or breaker panel from the ground rod ????????????????????????????????????????????????????????

No as long as the POCO permits the connection in the meter enclosure.

In addition to what Rob said, apparently there are some AHJ's that consider the GEC connection to not be accessible if inside a meter enclosure with a utility seal. I think technically it depends on which definition of "accessible' (wiring or equipment) one uses. See this thread, specifically +/- post #53:

Hello all I'm a bit of a novice at doing residential work but I'm looking to do a 200a service upgrade for a 2-family house(see attached photo). In this example would I be able to tie the GECs in the meter enclosure? I have not been able to source any 3xmeter/main combo units from any supply...
