Hi everyone.

I need to know if any danger is created when the ground rods for large generators or transformers are covered in concrete.

No danger so long as the termination means is listed for burial in concrete.

I hope covered meaning over the top, and not imbedded.

On a finer note, if the conductor is not sleeved going through concrete, good chances are the concrete will be be fractured if ever a ground fault does occur.
 
My one concern is if the concrete cover that you are talking about over your grounding system (grid/triad/whatever) is of sufficient area to prevent the ground around your system to dry out. Dry soil is not as conductive as moist. I remember a local plant with a computer system ground grid between a couple of buildings. The lot was simply covered with gravel and it worked well for years. Then the plant manager had a little extra money at the end of a year and covered the lot with asphalt. They started having all sorts of issues until an engineer figured out what was going on and they drilled hole in the paving to let water through to the grid.
