Ground rods

I have a 400 amp and a 200 anp separate
Meters w disconnects on same building. Can I use same 2 grounds
Or do need separate ground rods for each service. As I will tie building steel and cold water to each as well.

You can and are required to use the same electrodes for all sources on the same building. It's not clear that you actually have two services, if there is only one connection to the utility it is one service. And, if the utility allows, you could put your connection to all the ground rods, steel, water etc. at a single point ahead of the disconnects.

Then you'll need to connect then separately to the grounding, but the first part of what I said still applies. One grounding electrode system per building, with all electrodes bonded together.
