What is the standard rule in assuming Grounding Conductor size in relation to the largest size current carrying conductor in a given assembly or piece of equipment?

For services see Table 250.66 & for others see Table 250.122. This may be what you're looking for.

Welcome to the forum.

The NEC does not really cover the wiring internal to factory made assemblies or equipment, the NEC covers the supply to those items.

About the closest NEC section I can think of would be 250.122(C) which addresses the size of the grounding conductor for multiple circuits.
