2007 NEC Article 314.30, paragraph (D) requires metal handhole cover to be bonded in accordance with 250.96(A). 250.96 (A) states that metal raceways, cable trays....and other non-current-carrying parts "that are to serve as grounding conductors" shall be bonded. Is a metal handhole cover considered a non-current-carrying part intended to serve as a grounding conductor?????
