2007 NEC Article 314.30, paragraph (D) requires metal handhole cover to be bonded in accordance with 250.96(A). 250.96 (A) states that metal raceways, cable trays....and other non-current-carrying parts "that are to serve as grounding conductors" shall be bonded. Is a metal handhole cover considered a non-current-carrying part intended to serve as a grounding conductor?????

I would say yes, in the sense that if the cover were to be inadvertently energized it should be connected to, and be part of the, equipment grounding conductor fault path.
There have been numerous accounts of people being electrocuted due to metal handhole covers not being properly bonded.

Yes. The 08 NEC changes this to connected to an equipment grounding conductor. The intent is the same.
I will tell you that there are thousands and thousands of metal handhole lids and frames that are not bonded. Many are energized and just waiting for some one to get shocked.
