I think that diagram doesn't help as what you are discussing appears to me to be to the left of where the diagram starts - you are talking about an arrangement prior to the service entrance. In the diagram above the transfer switch is after the service entrance.

Perhaps this drawing shows what the op's situation is. In this drawing i show the required grounding conductor between the gen set and the transfer switch.

That drawing helps out a lot, and yes dbuckley, you are correct that other diagram is different than our situation, I didn't look closely enough. Thanks a lot for the help!
