if line 1 = line 2 and N ne 0 wouldn't that tell us something?

That is the issue.

The OP is as baffled as any of us why they are seeing current readings on what should be an unused conductor.

Agree. My thought was at the transformer itself where a K- factor Transformer has a 200% neutral. But, a neutral extended along with the phase conductors where there are no L-N loads, nothing connected to it, there shouldn't be an current, agreed.

Is neutral current equal to load current? In that case it may be wrong connection of meter sensor.

Have to check. We did change the meter out, but did not look at the connections.
