Also, a homeowner around here can do all their plumbing as long as s/he owns 5+ acres of land that the home is being built on. This doesn't even have to be inspected. That kinda surprises me with how hard Kentucky is on the licensed plumbers. I would think they should pass legislation that it should at least have a rough inspection.

Is the "5+acre" rule to give the nieghbors a buffer from potential leaks??

IN Ohio the same also

IN Ohio the same also

In Ohio even the cows can do there own electrical work as far a demo. I went to a barn fire (I am also a FF) and the barn was flaming like a big Bar-B-Q. When we put the fire out we noticed that the someone did their own electrical work. They ran some 14-2 along the walls and the floor near the stall and they ran out of the romex, so they then used some red 12 THHN to complete the run, Well I guess the cows were still hungry and started chewing and pulling on this like it was straw.then pop zapppppp buzz the cow felt that and dropped the chewed wires in the straw and the rest is history. When we questioned the Farmer he looked at us like we were crazy he said and I quote "Hell boy it been like that for many years and I never had a problem before" DUH now you do!

How ridiculous is that restriction? OK, so Joe homeowner know zip about electrical work yet his brother is an electrician and he can't help him?

This sounds completely unenforceable unless someone is doing commando raid inspections.
It is unenforcable and uninforced.

And I get a real chuckle out of the way some HOs do things.

I know of a house wired by the original owner. In order for power to be on in the detached garage, the second-floor bathroom fan must be turned on.
I love these guys. In particular when they want to demonstrate thier grasp of electrical theory. It always amazes me how many
expert electricians are out there who have never worked a day in the trade!! I spent years in school and on the job and all I would have had to do is twist a couple of speaker wires together and change a couple of light bulbs!! Did a job this summer where after the basement was wired by one of these self taught experts, the outlets in two of the upstairs bedrooms quit working! This situation existed for ten years before they hired me to straighten it out.
My wife is a Registered Dietician and she runs into the same thing. Everyone knows as much or more than the qualified.
