How to install new panel and new 220 line?

I need to put a 220 on my back outside wall for a welder and compressor on the back patio.

My 125v panel is full. How do I put in a new panel and install a new 220 line?
Do I pigtail the old and new boxes from the power lines, using 8 gauge? What gauge do I use for a 20 foot run to the 220 outlet?
