Yes. I am hearing three levels of controls. This is where I work with the client to write up a control document detailing exactly what each level does. This one is pretty simple. But if there is ambiguity, then the client won't be satified.

A simple warning example for those on the outside:
Customer says " It is perfectly simple: if A happens, do B; if C happens, do D."
And there you are, ready to ask what to do if A AND C happen, knowing that the answer could be:
1. Do nothing
2. Only B
3. Only D
4. B AND D
5. Something entirely different.
6. "Gee, I hadn't thought about that."
