Yeah they discriminate against old people. New code, minimum height 36" for any receptacle with an inuse cover.
I've often thought that building codes should require that floors be installed two or three feet higher.

That would make it much easier for us old farts to pick up things we drop and not have to bend so far.

The last code that only required the "in-use" covers when the equipment was plugged in was the 1999.

Iowa established its electrical licensing and inspection program in 2007 with the passage of Iowa Code 103:
  • Licensing: The licensing program began on January 1, 2008.
  • Inspections: The inspection program began on March 1, 2009.

The goal of Iowa Code 103 is to ensure that electrical systems in buildings meet or exceed the National Electrical Code (NEC). Local electrical inspectors perform inspections in some areas, while state electrical inspectors perform inspections in areas without local inspectors.


Iowa has also had a state energy code since 1977. The state's building code is based on the latest edition of the Model Code for Energy Conservation (MEC), with minor modifications. Iowa also adopted the 2012 International Energy Conservation Code (IECC) to improve energy efficiency in occupied buildings.
