Inspection failed for bonding locknut, NEC code needed please

I would think that would be the netural from the generator.
Looks like two ungrounded conductors and and an EGC if taped green.
I do not see a fourth wire that may be an EGC if the green taped is a neutral conductor.
Ah good eye. I think that you're correct. Maybe if the OP comes back he can post a wider shot of the entire ATS.
 
Can you provide a picture of the overall installation. If the enclosure on the right is a service disconnect I see no need for a bond bushing.
That said, the grounding electrode conductor does not need to be in the ATS IF the service disconnect is on the right
ATS on left, meter on right. (Verizon FiOS to the right of that). Cables to the generator go straight down and underground. Supply to the house panel is the cable that runs off to the right.

Its hard to see because its behind everything, but the black with green tape wire is from the meter box (behind the black with red tape wire). And it lands on the ground bar in the ATS.
 
Fortunately the OP is in a part of the country where such weird interpretations are less common.

Just to continue this little aside, yeah , the "subject to physical damage" thing is way over the top absurd in many places. It seems these places often have a blanket qualification that if it is exposed, it is then STPD. I don't consider a Romex stapled right on the wall of most rooms in a dwelling to be STPD honestly.

I agree, here in NJ it's still a common sense judgement call there is no silly local amendment. If it's in a driveway then it's obvious. If it's on the side of the house in a flower bed we'll that's obvious too. What do you think of the SE cable in post #22?

I've always considered exposed Romex the same as old guys in a Speedo, it's legal but you don't want to see that.

Is that strut strap listed for SER?
If I ran SER like that here in Oregon they would probably try to give me a breathalyzer.
