The jaws come tumbling out of the can. That's the worst that can happen.

No, that is not the worst. In addition there is a wasps nest in the can. As the jaws tumble out it creates a short and sends molten metal into both eyes blinding you. Then you have to run from the swarm of wasps but now you can't see. You run into the street and get run over by a bus. The building has also caught fire from the arc, so unfortunately your life insurance policy goes to the fire damage, not to your family. That $200 utility disconnect reconnect fee is sounding pretty good.

OK, you win. That's way worse. :) On the other hand, given that scenario, you won't have to worry about it.

You left out the part about the bus being full of nuns and crashing.

They charge you a fee? I have three POCOs in my service area none of which charge a fee. Is this common?

ETA: If they are charging a fee on the HO bill, I have never heard about it (or been yelled at about it).

I don't really know. I rarely get a D/R. I had to get one for PSE out here near Seattle. I could have sworn it was $100 or so.

The spec sheet for the Ilsco product in questions states the following:

We prefer to use the Burndy BIBD-350-2 insulated taps. It is big enough to slide over the insulation of a 4/0 wire, so you don't have to cut the line conductor. We always call for a disconnect/reconnect when we do a line-side tap. PSE only charges $37 for a meter pull, and they are always out the same day to re-connect. No reason to do anything else.
 
I've been asked to do a job installing a supply side tap for a PV system. The spec calls for using the product below or similar:

I've never installed one of these. Can it be installed hot? Is it safe to do so? Is the bolt insulated from the wire?


Keep in mind that OSHA takes a dim view of working hot if it's not justified. Check OSHA 1910.333(a)(1) for what is considered a justification and notice that cost savings, time savings, or "the other guy does it" are not listed as justifications to work hot. If an accident happens to an employee you will be swinging in the wind.
