Is this a heat detector?

Hah! That didn't even cross my mind until you said that.:D It would be pretty fool proof too; there's nothing to indicate which of the dozens/scores/hundreds of detectors went off. Makes it hard to try and backtrack to find the culprit.

Not too sure about that, as many camera's that are deployed all over schools and anywhere else that they want them it would be kinda hard to stay out of the picture.

I've done inspections in schools where these are installed. It's amazing all the nooks and crannies you can find them in. On the other hand, it was about a decade ago and cameras may be much more prevalent. Actually, I recall very few in my travels doing inspections.

But at same time areas that would commonly be protected by heat detector only may not be as likely to have as much video surveillance. If anything you may see who entered the area from a corridor or something but have no footage from within the area protected by the heat detector.
 
In reality, most of these are pretty much out of reach of the kids, unless they are willing to climb up on countertops or up shelves, etc.

And most of them are in areas the kids aren't usually in without supervision - gym, stage, auditorium, kitchen, storage rooms, etc. I'm not really sure if many of these are rate of rise either.

But I still wouldn't announce it over the PA.
