Is this really a service entrance?

I'm involved with a campus of several buildings all fed from a switchboard outside near a central parking lot.

Are feeders from the switchboard into each building considered service entrance conductors/does the maximum 6 disconnects rule come in to play here?

The code seems to make it clear that only the conductors from the utility are service conductors, but I could see an argument made to follow the service disconnect rules for each building.
 
It sounds as if the conductors originating at the central point that serve the individual buildings are feeders and should be installed per art 225. the limit on the number of disconnects and grounding are applicable. 225.6 and 250.32 are inforce (if I understand your post). Start at 225.30 and read I'm sure this is the directon for you to follow
