jumper

Is it required to use a jumper here near the the GEC connection on the copper pipe where the pressure regulator is.- it is 11ft "after"-not "before" the GEC connection to pipe(4ft from entrance).Here is a rough sketch of water line entering in ,then going toward water heater.Any info is appreciated.
