K&t chandeliers hanging from pressurized gas pipe

Around here there are many old fixtures hanging from special threaded fittings that cap off the
Existing gas pipe and provide a thread and an opening on the other end to mount a ceiling fixture.
They usually are K&t with a switched neutral. Deep canopy tulips bell conceals the gas-pipe My question is what is your recommended procedure for swapping out an obsolete fixture? Cost effective replacement for a functioning, albeit inadequate electrically, lighting $&outlet.
The existing light & switch work.
Renter wants to spruce it up with a new $75 fixture

1. Run a new home run to a new Afci breaker in a new panel that will accept the Afci cb
1a. Fish new Romex or mc down to the switch
1b. Have a plumber disable and cut out the old pressurized gas that occupies the center of the room
1c. Create new structure in ceiling to support fixture less than 35#s

Or

2. Decline the work
Or???

1) How do you know it is pressurized?
2) K&T, so you have a real small pan box off the nipple with the K&T going into it? Or old steel AC cable?
3) Stucco ceiling? Box have the cross bar into the ceiling?
 
The common method is to hang the fixture off the gas pile which is well supported to hold a heavy gas chandelier.

I know some are pressurized by personal experience.

The is no box at all.
The ceiling is wooden lathe and plaster.
Joists are farther than 16"
 
I have even seen fully functional gas chandeliers with working electrical lamps.
I don't recall seeing a UL label on the device and I did offer to disconnect it and coordinate with plumber to remove it.
 
ISTR that in some cities, the gas company will happily come in to disconnect existing gas lighting pipes from the feedpoint. It's in their interest not to have them pressurized and slowly leaking, so often there's no charge. (They'll usually do free safety checks when you buy a house, too.)
