Not it's not compliant, and that's because you don't have working space. You need floor to 6.5 feet above the floor right in front of the panel, and clearly the countertop is in that space.I've never seen one installed right above the countertop. Is it compliant? There's a workspace issue at minimum.

Is that near Tampa? Looks like at least some plumbing may have been done un-permitted. They didn't want to spend the money on electrical. Used it on all that tacky tile.
I have never seen a panel in that shape... It seems like they flipped the guts 90° but then they would have to modify the cover.... Maybe just an illusion.
