Led driver possible bad cap?

Father in law bought these lights he think are quality but slowly all the lights start to flicker after few months so I took one apart to see what could be wrong I know typically it's bad solder but I think this first one I opened is a bad capacitor.

Don't think pictures work well but the larger 400v 6.8uf looks deformed

Is there away to test it safely or just replace it?
