Are you allowed to tap the conductors between the meter and service panel? If so, where are the rules governing this?

You can connect another wire to a service conductor but it's not a "tap" (said in jest due to the NEC definition of a "tap".
The "tap" simply becomes another service conductor and follows the Art 230 rules.

The tap rules apply specifically to feeders, not service conductors.

The definition is of "tap conductor" and not just "tap". 240.2 in the older codes, Article 100 in the 2023.

The NEC doesn't care that there is a meter present, or which side of it you tap on. The utility probably cares.
