Are you allowed to tap the conductors between the meter and service panel? If so, where are the rules governing this?
I don't even see an NEC definition of "Tap".You can connect another wire to a service conductor but it's not a "tap" (said in jest due to the NEC definition of a "tap".
The "tap" simply becomes another service conductor and follows the Art 230 rules.

Ya think?The NEC doesn't care that there is a meter present, or which side of it you tap on. The utility probably cares.
