By "load wires" do you mean feeder conductors on the load side of the service disconnecting means?

If what you mean is the service conductors connected to the line side of the meter base and the other set of conductors also service conductors, connected to the load side of the meter base, there would be no problem with these conductors crossing one another.

I agree. That is why I asked what the OPer meant by "load wires".

Let me correct my wording: the feeders wires going into the meter box and the load wires meaning going to the breaker or disconnect box. I like to know is there a Article in the code book that refers to this issue?
A concern was brought up about having the wires cross on top or bottom inside the meter box.

Barring any POCO rules or local amendments.
 
Our Standards here are "A-B-C utility",then in and at the service point down line, they are re labled as "A-B-C Service. This is due to the "C utility" always is High Leg when present, must be swaped with the "B service" when present.

Doing this after the metering ensures that if they change, we do not..
