I have installation in which non fuse meter disconnect ahead of meter is require by utility. However, NEC 2014 Article 250.82(3) meter disconnect short circuit rating needs to be equal to or greater than avaliable utility fault current. The meter disconnect short circuit rating is less than avaliable fault current.

Following questions:
1. If I put fuse in the non fuse meter disconnect and have my grounding electrodes, main bonding jumper downstream of the fused meter disconnect in the main breaker panel would that violate any code section?
2. Would fuse meter disconnect question #1 be my service disconnect if I put fuse in it? If yes then by which code section? If no then by which code section?
3. If I relocate GEC connection to fuse meter disconnect would that violate any code section?
