Mini-split on second story

We have a customer who want the outdoor unit for his mini-split system wall mounted on the second story of his house. The spot he wants it is accessible from the roof, you can stand on the roof to work on the system. The roof is not accessible without a ladder. My disconnect will be fused and also contain an outlet, right next to the unit. Will this be an acceptable installation? It seems to me that the roof not being accessible without a ladder would be a code violation. I've never run into this situation before and just want to get some feedback before we do the job.
 
Can you imagine every commercial job where the units are on the roof. One story malls are often accessed by ladders-- I agree with the others
 
The only thing that I can think of is it may be considered inaccessible because of the sloped roof or a safe working clearance issue.

Which might (or might not) require a workmen's platform & railing.
 
I was unsure about it being on a roof at all, but the commercial comment does make sense.

The company decided I was installing this whether I liked it or not, so I installed it today. It's on a small sloped roof about three feet deep. I guess we'll see.
