One would think.... but, so far, I don't see that addressed in the Code.

It is not addressed in the code, but if you are using SF in consideration of motor design, you are increasing expected power over "standard power" for the particular motor involved anyway. NEC still says find the HP in the table and use the value in the table for calculations.
