In Ulster county out in the woods there may not have even been a permit pulled.
Can you post a picture of the whole panel and area? Also a picture of the meter and area.

In the first photo:
It looks like there is old SE cable coming in the top center hole in the box that has been cut off. What is that? It looks like two old cloth covered AL conductors have been cut off and the bare N/G outer conductor is behind them. Where does that go, and is it bonded to the panel?

Can’t get pics right now but I do know that an addition was put on the house in 1990 so the service was moved to the addition and run new from gable of addition, underground, back to the panel thus the cut old original SE.
