Mixing conductors

If this is a feeder-- yes. If these are service cables-no
The underlying principle is that service conductors are not effectively protected by upstream OCPD but rather are just expected to burn out in a bad enough fault condition. So mixing them in a raceway with protected circuits would potentially defeat that protection, which would be a bad thing.

And upstream of the meter NEC may not apply, but POCO usually does not allow any mixing at all for fear of power theft.

Will you need to apply adjustment factors for more than three current-carrying conductors?

Table 310.15(B)(3)(a). I count seven CCCs.

Another concern to me would be the possibility of damage to the 14s being pulled in along side of the much larger cable. The longer the pull the more potential for damage, IMO.
 
I would never even consider pulling conductors with that size difference in a raceway that has bends. It is very possible that the small conductor will get trapped on the outside of the larger conductor going around the bends. Sometimes that results in the smaller conductor breaking in the conduit. Once the larger conductor is larger than 6, I no longer pull 14's in the same raceway.
