Module leads (USE-2) need to be in conduit

To answer the voltage question with a real world example, we have an installation with 11 - 290 watt modules in series. The open circuit voltage of those modules is 43.2 volts, so the open circuit voltage of that string is 475.2 volts. Our inspector asked if the wires were over 30 volts, we said yes, they are over 400 volts. He said he thought they should be in conduit, and went back and discussed it with his boss, the head inspector. They ruled that since the wire was 10 feet high on a parking structure, then it was not readily accecessible and allowed it to be exposed. No doubt some AHJ's would make you conceal it, either with a soffit, or conduit.
