There is no such thing as a 'dryer' recep. There is something called a NEMA 10-30 recep. Standard for older dryers, but this just shows what happens when the vernacular terms get used ('dryer' recep, 'range' recep, etc).
yes that's correct but you misread or misunderstand the statement by aftershock which is what you replied to. It is correct that there should be a strap connecting the frame to the (bare) EGC.
around here it used to be 10-2 copper or 8-2 SE-U.The EGC was not bare.. there was not one there at all. The dryers were wired with 10/3 plain, no ground. The inspector would fail the job if you ran 10/2 with bare ground. That is how it was done around here till the 4/wire system was code
Has anyone mentioned that it appears to still be ON (energized) in both pic's?
1 more thing.. i'm betting that 110 volt duplex receptacle is tap off that 220 volt circuit.

ok. i will take a shot at it. besides all that was said and the phone cord choke hazzard..it looks like the terminal with the red wire on it also has a black wire too. but it looks to be aluminum.. i'm also thinking that duplex receptacle should be gfci...
