Must be used and installed in the manner in which it was listed (paraphrased). If the j-box mfr provides mounting ears and you are not using them, choosing instead to drill through the back, then you are violating this article.
That's nonsense. Unless the junction box manufacturer says you are required to use that mounting method it's not a violation of the manufacturers instructions.

If you look in manufacturers instructions for such boxes you often see pictures of the mounting years screwed to walls. Does that mean you can't screw it to a piece of strut.

Just hope that the overzealous AHJ does not look too close at the wiring method going into the Bell box. I hardly ever see them used with RMC or IMC.

Incidentally, UL508a does not allow industrial control panels to be mounted in the way you described. The mounting screws have to be on the outside. That is why Hoffman sells a mounting ear accessory for Concept boxes so you can use them in UL508a applications, or at least claims Hoffman.

I don't have the UL enclosure standards to look at so I don't know if it is true or not.

As soon as we get the final AHJ response I'll post it here. We have gone to the Mayor on past occasions to make them aware of problems with their building departments. We see the building department on the email to the mayor. Of course we never receive a response from the Mayor , but the building department sure seems to perk-up a little.

sorry just noticed typo and exceeded the 10 min, editing time limit. should say we cc' the building departments.

Here is their final response exactly the same thing they said before.
"Junction box on roof shall be installed per manufacture installation guide, altering junction box voids listing of box. (No self-tapping screws to mount into rails). Install junction box as per manufacture specs. Thank you once corrections are completed please reschedule inspection."

He is saving the world one box mounting tab at a time. of course he is killing our profit on this job since job was already done.

I guess it is possible that the inspector has seen some issue before with this type of install.

More likely he was already hunting for something to fail him on. Some authorities do have that mindset and they have the power to use it.
