Would a test for voltage comparisons on the OP's service panel reveal the said 46 volts difference on the utility's open neutral?

ive seen open neutrals do some wierd things , on my barn (overhead off the main) with a load one leg to ground showed 240 the other 0.
no load read just fine.redid the splice on the neutral has worked great ever since.
