Trip Hazards for Insulators.
Obviously nobody else that may have needed above the ceiling has been there yet, those cables are nice and neat yet. Plumbers may need to run vent piping or there may need to be HVAC ducting run somewhere up there and they won't be so neat anymore if that happens.

don't see that it ever would have been not legal. Is no different than if you had drilled same pattern of holes in the framing members. Would still need to watch out for physical protection where necessary like in an attic used for storage or near an access hole.
 
I never seen trusses like those. Is the bottom chord a 2x6? I think I have only seen 2x4.
Actually looking at what we can see of the design, might have intended to have some storage space in the middle area, but electrician decided to run those cables right through that space. :whistle:

They're at least 2x8. The web is rarely larger than 2x4, but the bottom depends on the open span below, and/or expected load.

I've seen trusses made for attic room space with the bottoms made of taller lumber in the center and smaller toward the eaves.

Yes, and part of why I still think it is possible the electrician that installed those cables in photo took up space that was intended to be open from such things.
