I can only trace that language back to Chapter 10 Table 1a of the 1956.

I will read back through the reports better, looking at it now maybe this was just when they allowed the six disconnect exception, where you pretty much don't provide overcurrent protection. I don't have the time right now but I will give you an update probably this weekend.
 
It appears about the same time as the current 'small conductor rule', which hit the books in '59. That appears to be a reaction to some new insulation types.
 
Is there more to that? Today it would only apply to dwelling units and specific conditions, that looks like possibly applies to anything that is single phase three wire. - ADD service and feeder wise anyway.

attached is a 33' report of the electrical committee, but I'm confident now they are talking about the exception that's in 230 now.

does anyone happen to have report on proposals or comments for 56'? free access has an advanced report that I don't see a mention of this is.
has anyone tried requesting old documents like that from nfpa?

I need to find and buy a set of books from that era. Because I do so much work on those government houses. And get told by inspectors I can’t reconnect a lot of the older stuff when I change out a panel or do a remodel. But if I can show that it was indeed at the time code compliant then they will let me keep the old stuff.
