It is not a multiwire branch circuit, and yes it is a line-to-line load.

From Article 100; Definitions:

Branch Circuit, Multiwire. A branch circuit that consists of two or more ungrounded conductors that have a voltage between them, and a grounded conductor that has equal voltage between it and each ungrounded conductor of the circuit and that is connected to the neutral or grounded conductor of the system.

A MWBC serves as multiple 120v circuits. A 240v-only load does not use the neutral, so it's not a MWBC.

A circuit can have more than one wire; many do. I suppose that makes it a multiwire circuit, in that it is a circuit with multiple wires. But the NEC has a specific definition (see post 2 above) for a THREE WORD phrase, "multiwire branch circuit." A 2-pole breaker serving a 240 volt water heater does not meet that definition, so it is not a "multiwire branch circuit."

I agree, a dryer or range circuit with a neutral would in fact be a multiwire branch circuit.
