Attached pdf shows two service lateral into same building. New service lateral has its own service disconnect and the other existing service lateral has main service disconnect which goes to the trough from which then has disconnects to load.

My question does adding new second service lateral qualify as being adding new services and require special permission per NEC 230.2?

In what universe does two services to the same building not equal more than one service?
Well the configuration in the pdf is confusing since it has one utility transformer so it would appear it has one service. So would this be considered two services into building?

I agree. OP, read all of 230.2, and 230.40 exception 2. I am not clear enough on what is going on in your drawing to make a conclusion. I will say that the distinction between two services and a 230.40 ex 2 install, depends on where the service point is and how many service drops or laterals they are providing. I believe if the service point was the transformer secondary, then you could have two sets of SEC coming off and that would be one service. If you had the service point in a handhole, and there were two non paralleled sets of utility conductors in there, then that would be two services. If the two sets of utility conductors in the handhold were joined in parallel, then that would be back to one service.
 
The problem I see is that there are two meters fed separately from the transformer, that is a good argument for it being two services, I would think there would be separate accounts and billings.

I have the attached. All of the disconnects are in the same electrical room. Simplified version except on the second where it says main service disconnect there is second meter.

I see 2 service disconnects and no metering for one of them. :)

They are utility meter so they are utiltiy conductors. Not customer owned up to the line side of utiloty meter.

Well then you would have a problem....but fyi the service point isn't necessarily at the metering - very common to have costomer conductors on line side of meter. No one here can answer that for you, you need to find out where the service point is.

Regardless wouldnt nec 230.40 ecxception no. 2 apply? Meaning only one service in my latest drawing?

I checked sorry for the confusion but the service point is at the secondary of the transformer. So what does that mean in terms of having one service or two services?
