NEC 230.40 (Exception #2) and 230.71(A)

I have a proposed design where there are 3 service disconnects in the same chiller room but they are on different walls and not in line of sight of each other. Is this considered to be "grouped" as required by NEC 230.40 (Exception #2) and 230.71(A). These are all fed from the same pad mounted utility transformer with separate service laterals.
 
We cant say as the NEC doesnt provide any specifics on what is or is not considered grouped. I would talk with your inspector. Sometimes I have found inspectors to be more lenient on the grouping if there are nice big custom red engraved labels on all the equipment (there is no general NEC allowance around the grouping by using plaques) :)

Well to further complicate the issue I found out there are actually 3 different chiller rooms, each chiller room has 3 service disconnects that aren't necessarily grouped adjacent to each other. Seems like this is sort of a mess and not an elegant way to serve a facility with 9 service disconnects in 3 different locations. Any other code citations/violations I should be looking at?

Do you have more information? This sounds like a large facility. Are you talking disconnects for the chillers, then that code doesn't apply. No main distribution center?
