I agree with Elect117 but (without a better picture) it looks to me like the 90 is factory (just not as shiny as the pipe on either side) and the last strap that I can see is below where a coupling would be so it looks like a violation of 230.28(B).

It further says that if the periscope requires bracing, guys are not permitted, rigid braces are required.

That's because it is earthquake country. Just imagine the mast swaying and the guy wire going slack and then hard line taught. I would expect that guy to fail.
