Per above code, level 1 EPSS (emergency power supply sytem) equipment can not be located in same room with the normal service equipment if service equipment >150V to ground and >= 1000A. Can someone give me example of level 1 EPSS equipment? I assume this includes main emergency generator distribution panel, emergency ATS (serving egress lights, fire alarm, life-safety equipment, etc.), will the first panel downstream of emergency ATS counts as well or just the emergency ATS?
 
Since an EPSS Level 1 requires a 10 second power supply availability, so that would be a NEC 700 load which is identified in the adopted building code Chapter 27 with loads labeled as "Emergency"

The Building Code Chapter 27 will tell you exactly which equipment is Emergency (NEC Article 700), Standby (NEC Article 701) and everything else is optional standby (NEC Article 702). You need to know what kind of Occupancy Group the building / space is.
 
3.3.4 has your answer - " up to and including the load terminals of the transfer equipment".

Of course, it seems like it would be a bad idea to put the 1st panel off an ATS in a room that the ATS cannot be located in. But I don't see it being prohibited by the paragraph you referred to.
